On December 16, 2021, Governor Brian Kemp announced that American all-electric adventure vehicle manufacturer Rivian would expand its manufacturing operations with a second U.S. plant in the State of Georgia. The company will invest $5 billion in a carbon-conscious campus near the I-20 corridor east of Atlanta, near Social Circle, where it will manufacture its R2 and R3 midsize SUVs. The 7,500-job project will also include technology centers to support company research and development. Once manufacturing operations are fully ramped up, the Georgia facility will be capable of producing up to 400,000 vehicles per year.

As the site is fully graded, the company is actively working to ensure that both the construction process and future facility, located at Stanton Springs North, meet Rivian’s high standards of conservation and sustainability for a cleaner, wilder future.

Personnel: Rivian announced experienced automotive leader Arnhelm Mittelback as Georgia Plant Manager on November 2, 2023, and Rivian Chief Commercial Officer and President, Business Growth Dr. Kjell Gruner is active in Georgia. Gruner serves on the board of the German American Chamber of Commerce of the Southern United States, Inc. in Atlanta, and the Metro Atlanta Chamber of Commerce, as well as the board of trustees at the Woodruff Arts Center. These are additional steps towards Rivian putting down roots in Georgia and advancing progress on its facility.

Additional Locations: At the Grand Opening of its Spaces location near the Beltline at Ponce City Market on October 20, 2023, Rivian showcased its progress on its future Georgia manufacturing facility and upcoming milestones. The new spaces location will give visitors the opportunity to connect with the Rivian brand, get up-close with its electric adventure vehicles, and learn more about the company’s plans in the Peach State. Rivian has also opened an office in Covington, Georgia, a short drive from its future factory, and continues to grow its local presence, as well as support functions designed to ensure a timely and innovative construction process.

Charging Stations: In Georgia, Rivian’s Adventure network of charging stations are powered by 100% renewable energy, chargers provide up to 140 miles of range in 20 minutes for R1T and R1S. Rivian’s Waypoints Level 2 chargers, also powered by 100% renewable energy, are located near popular destinations to allow for charging while exploring Georgia. Rivian’s charging station map is updated as new stations come online.

Apprenticeships:
In partnership with the Technical College System of Georgia, Rivian has welcomed the newest class of 26 to the Rivian Technical Trades Program for Stanton Springs North. Georgia. The program will provide students with an accelerated 16-week foundational training program. After completing an instructional course, students will receive on-the-job training and learn skills from professionals in the company’s manufacturing facility in Normal, Illinois, before returning to Georgia to deploy their expertise after graduation. 

Additionally, Rivian has announced a new apprenticeship program, recruiting an initial group to support future industrial maintenance needs at its Georgia facility through a 24-month, in-depth training period. Program tuition will be covered by the State of Georgia’s HOPE Grants, with incremental expenses (textbooks, materials, etc.) paid for by Rivian. Throughout the program duration, all participants will be paid employees as maintenance technicians for Rivian. In-person learning is accelerated for 24 weeks, after which all apprentices will travel to Rivian’s plant in Normal, Illinois for 12-18 months of on-the-job training, a requirement of the apprenticeship program.

State’s Role & Planning Committees

State's Role:

In response to a February 18, 2022, letter from the Joint Development Authority (JDA) of Jasper, Morgan, Newton, and Walton Counties, Georgia Department of Economic Development (GDEcD) Commissioner Pat Wilson issued a response letter and a statement regarding the State of Georgia’s leadership in the Rivian Automotive project with a commitment to continuously work with city and county governments to ensure that every concern is heard and every question answered.

Planning Committees:

The state’s commitment related to the Rivian site included putting processes put into place to allow area residents and stakeholders a strong voice in the planning process. Four committees have been established in Workforce Development; Local Business Engagement; Site Design and Environmental; and Quality of Life, which includes Civic Engagement, Public Benefits, and Land Conservation.

The State of Georgia has also agreed to ensure that this project follows locally required standards pertaining to water quality, groundwater recharge and runoff, and all local environmental ordinances. These requirements will be built into the overarching agreement between the State of Georgia, the JDA, and Rivian. Additionally, conserving buffers, wildlife habitat, and outdoor recreation around the site is a high priority for local partners. GDEcD is ready and willing to partner with local conservation organizations and area elected officials in pursuing this goal.

These committees are staffed by a cross section of state experts, local county representatives, and include members from the private sector and local civic organizations, as well as from Rivian.

03.28.2023 – Update on Georgia Department of Transportation (GDOT) Plans

The Georgia Department of Economic Development, in conjunction with the Joint Development Authority of Jasper County, Morgan County, Newton County, and Walton County (JDA), took the next steps to ensure the protection of the environment is at the forefront of the Stanton Springs North Rivian site development, by submitting a Clean Water Act Section 404 permit application with the U.S. Army Corps of Engineers on April 29, 2022. The Section 404 permit was approved on December 27, 2022, following review by the U.S. Army Corps of Engineers, the U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, the Georgia Department of Natural Resources-Environmental Protection Division, Georgia Department of Natural Resources-Wildlife Resources Division, and the Georgia Historic Preservation Division.

Each of these steps for site development is standard with any major public or private construction process.

On May 2, 2022, the Georgia Department of Economic Development (GDEcD), in partnership with the Joint Development Authority (JDA) of Jasper County, Morgan County, Newton County, and Walton County, announced that the Economic Development Agreement has been signed by the JDA, the State of Georgia, and Rivian to move forward on the company’s $5 billion Georgia project, which will create 7,500 jobs with a $56,000 average job wage at a carbon-conscious campus at Stanton Springs North.
